Burma Army Attacks And Human Rights Abuses Spread Across Northern Burma, September 2022

19 December 2022

Kachin State, Sagaing Division, and Northern Shan State, Burma

The Kachin Independence Army (KIA) reported a total of 109 military actions due to the Burma Army’s illegal presence in ethnic-controlled regions of northern Burma during the month of September. These attacks expanded to the townships of Hseni and Mongyai in northern Shan State, and Hkamti in Sagaing Division, exposing these areas to military conflict for the first time in six months or more. Kuthkai Township in northern Shan State experienced a significant amount of fighting this month, with 40% of all of its military activity over the last six months taking place in September alone. While the Burma Army continued its use of weapons from both the ground and air, this month’s attacks were conducted mostly by the use of indirect fire. The Burma Army indirectly fired upon civilian and ethnic armed organization (EAO) areas on 25 different occasions in September, making it the highest month for this type of tactical action by the Burma Army in the last six months.

As the Burma Army commanded their soldiers to invade and attack these regions in September, they in-effect commanded many of their own soldiers to their death. According to Kachin Independence Army (KIA) reports, 23 of the total of 25 casualties in September were those of Burma Army soldiers. No EAO soldiers lives were lost according to reports; however, two civilians were murdered at at the hands of the Burma Army, one of whom was a 40-year-old woman. Besides murder, the Burma Army was reported abusing internationally protected human rights by their acts of detainment, checkpoints, extortion, and destruction of civilian property.

Only some of the total military action icons are displayed on this map to show the significance of indirect fire by the Burma Army across these regions, and troops in contact in new townships this month.

*This information is limited to reports from Free Burma Rangers and the Kachin Independence Army, and it does not represent the totality of military battles or human rights abuses in Burma. The information only serves as a snapshot of the conflict areas.
