Burma Army Preys on Vulnerable Populations in Northern Burma, November 2022

21 December 2022

Kachin State, Northern Shan State, and Sagaing Division, Burma

“You are lucky as no evidence was recovered,” a Burma Army soldier threatened civilians at a church in Kachin State, Burma, after he and other soldiers broke into the church, interrogated the parishoners, and confiscated personal and private property. Continuing their campaign of brutality from last month, the Burma Army threatened, targeted, and physically attacked not only ethnic armed organizations (EAOs), but innocent civilians, during the month of November 2022 in northern Burma. The Kachin Independence Army (KIA) recorded 118 military actions due to the Burma Army’s presence in ethnic-controlled regions, along with 14 instances of human rights abuses committed by the Burma Army and two instances by unidentified groups this past month.

Fighting took place each day in November around northern Burma. The Burma Army continued their tactic of firing indiscriminate mortar/artillery rounds; 77% of all Burma Army-initiated attacks this month included the use of indiscriminate fire. The Kachin townships of Hpakant, with 35 events, and Momauk, with 23 events, experienced the heaviest amount of fighting in the northern areas this month. On six occasions, the Burma Army conducted airstrikes on KIA bases as well as civilian areas including a monastery, administrative offices, a football field, and the outskirts of a village. In defending their land and people, northern Burma EAOs, mostly the KIA and local People’s Defense Force (PDF) groups, primarily utilized improvised explosive devices (IEDs) and drone bombs (on four occasions).

Burma Army war crimes began at the start of the month, November 2nd: in Hpakant Township, Kachin State, the Burma Army phoned and threatened to strafe and burn down the Mawwan Kaji Village because villagers had been using an anti-junta sign board to protest. A few hours later, the Burma Army Hpakant Tatma Base fired 60mm mortars at Mawwan Kaji Village, sending two children to the hospital, a 12-year-old and a 17-year-old. That night in a different Kachin township, 50 Burma Army soldiers trespassed into an internally displaced people (IDP) school and arrested seven of the civilians from the campus for no recorded reason. The next day in the northern Shan State township of Kutkai, Burma Army soldiers stationed at Amat Thaya Kung shelled the Kutkai Theological Seminary, wounding four young students on campus. Less than a week later, on November 7th in Bhamo Township in Kachin State, Burma Army soldiers kidnapped five civilians at a morning market, while it was still dark out, using them as human porters. As the month of November went on, so did the list of crimes committed by the Burma Army.

George Orwell, the famous author with close ties to Burma, wrote “War is evil, but it is often the lesser evil.” November data shows the upward trend of military activity, often referred to as “war”, in the northern regions of Burma. A deeper dive into the data reveals that while the EAOs’ and PDFs’ fight for freedom becomes more tactical, the Burma Army’s fight for power becomes more criminal.

*Only some of the total military action icons are displayed on this map to show the significance of the number of Burma Army offensives, bombs, and airstrikes across northern Burma regions this month.

*This information is limited to reports from Free Burma Rangers and the Kachin Independence Army, and it does not represent the totality of military battles or human rights abuses in Burma. The information only serves as a snapshot of the conflict areas.
