Mission Summary


Mission Area: Southeastern Shan State. The four districts of Mong Pan, Lang Kur, Mong Nai, and Khun Hing. Note: This report is being sent directly from the field and will be followed by a more complete report when possible.

A country ravaged: From 1996 until now the Burma Army has systematically attacked, uprooted and abused the people of the Shan State as they have in many other ethnic areas of Burma. 113 killings and 24 rapes were documented by the team on this mission. The worst and most large scale of the attacks occurred in 1996 and 1997 where hundreds of thousands of people in Shan State were displaced. Since 1997 the oppression has continued and this report highlights some of these that are occurring in four of the districts located in south-central Shan State.

Out of the 295 villages occupied in these four districts of Mong Pan, Lang Kur, Mong Nai, and Khun Hing, there are now only 105 villages with people still living in them.

An estimated 45% of these people have fled to Thailand, 35 percent are in relocation sites or are in the District centers, 15 % are in hiding in the jungle and 5% have been reported killed by the Burma Army. This is out of a original population of at least 150,000 (some report as high as 200,000) people. Rape, forced labor, beatings and killing of civilians was reported in this area while the Shan FBR relief team conducted their mission from March to August 2006. The team spent 3 ½ months in this area interviewing villagers and IDPs. They provided medical care and limited relief, tried to comfort those who had been abused, and located the burial sites of victims of Burma Army massacres. They were able to confirm the murder by the Burma Army of 113 civilians and the rape and murder of 24 women and girls in this area alone. There are many graves and mass burial sites that the team could not investigate due to Burma Army patrols or occupation of villages at those reported sites.

The Burma Army forces people to act as porters for their operations as well as forcing farmers to grow Castor oil plants. The Burma Army exploits teak forests belonging to the Shan. The Army forces the local population to cut down the teak and then transports the teak in Army trucks to China for sale or for trade for arms. (Pictures will follow).

Number of Patients treated on this mission: 7,804. Most common ailments: Malnutrition, common cold, undiagnosed weakness, peptic ulcer, dysentery and sixth, malaria.(Note: Death by the Burma Army is actually one of the leading causes of unnatural death in this area.)



Rapes


24 cases of rape and (in some cases) then murder of girls and women from age 6 to 40 were documented. One of the women was raped by 27 Burma Army soldiers before she was killed. These girls and women were brutally killed and a brief on each case is listed in the ‘Killings of 113 people and Three Massacres’ section of this report. There are many more girls and women who were raped and not killed. Below are three of the eight raped women and girls that the team met on this mission.

1) A Shan girl age 17, who was raped for two days this year from 15 to 16 May 2006 by 3 Burma Army soldiers. The multiple rapes took place in XXX XX village, Khun Hing District. 2) Mother raped as children forced to watch. The team counseled the daughters of the raped mother. These girls witnessed the rape of their mother when they were 7 and 5 years old (the rape occurred in 1997). The Burma Army soldiers also exposed these girls’ genitals and abused them. XX XXX village, Khun Hing district. 3) A Palaung girl who was raped when she was 12 years old by soldiers of the Burma Army in Mong Pan District. She is now 21 yrs old and is traumatized by the rape, which occurred in 1997.

1996 Massacre at Ta Pa Ho, Shan State

Description: The below villagers were forced to move by Burma Army IB 246 and IB 524 (1650 soldiers) 16 October 1996. They were taken into the jungle where some of the women were raped. The following 27 villagers listed below were then shot and killed

Note: Two villagers managed to escape the massacre and told nearby villages what had happened. One of the villagers that escaped (named Lon Mung and Pu Ngok-named changed here) now lives in Bangkok, Thailand. The villagers that were told about the massacre went the next day and found the bodies. The women that are believed to have been raped, were found stripped naked.

Message from the Shan FBR Team


“We went to help the peoples of the Shan State and tried to do this by providing relief and medical care. We gathered information to expose the situation and to help to be a voice for people of all ethnic groups in the area of the Shan state we were operating in. From this relief mission we understood that some of the needs of the people are as follows:

  • Every ethnic group needs to know their basic human rights.

  • Education is needed. In many areas there is no schooling at all especially where people are in hiding. We need to improve the education of the people to be the same as others in the world.

  • Agriculture needs improved techniques.

  • The people need medical help and a sustained medical care program.

  • We need the international community to know the real situation of peoples’ lives in the Shan State. We depend on the SSA to do this work and thank them for their help and sacrifice.”
